1. “Civic Initiative-Anticorruption”

Goals:

  • Monitoring and support for improving the transparency in the provision of administrative services within the municipalities in the region;
  • Provision of greater civic control and involvement of in local economic and social policy.

Results:

  • Monitoring of specific corruption cases in the region (mainly water supply concessions);
  • Referral of corruption cases to the prosecution and National Assembly that leads to changes in the legislation in the filed of water supply;
  • Preparation of a database on municipal property regulations, practices in the municipal property's management process, privatization, restitution, public procurement and all corrupt practices investigated in the course of the project (CDs);

2. “Countering Corruption at the Municipal Level – Anti-corruption Measures in the Pernik region Municipalities”

Goal:

  • Improvement of the interaction between administration, civil society and business at local and regional levels.

Results:

  • Establishment of public Anti-Corruption Committee to monitor cases of corruption among businesses in the region, aimed at identification of the "grey sectors" in the region, where corruption is endemic and improvement of the business environment;
  • Setting up focus groups to conduct an inquiry into corruption, interaction between government administration, civil society and business sector on local level;
  • Writing analytical report about the results, proposing specific measures of countering corruption within small businesses in the region.

 

3. “Civic Pressure on Corruption and Incompetence at Local and State Administration Levels Regarding Illegal Construction”

Goal

  • Fight against corruption in the municipal and state administration in the sphere of illegal construction. Expert group monitoring over the process of issuing construction licenses in the municipalities of Sofia.

Results:

  • Analytical report Corrupt practices in cases of illegal building in Sofia Municipalities: one-year survey;
  • Brochure What Should We Know in Case of Illegal Building and Reconstruction (over than 12 000 copies);
  • Setting up of a citizens' Complaints and Information Desk (legal assistance, lodgment of signals);
  • Research and publicity on the municipal-level process of issuing construction licenses;
  • Active public and media campaign to educate citizens about their rights in cases of illegal construction and to present the made disclosures of corruption in this field: press conferences, TV and radio broadcasting

 

4. “Local Ombudsman in the Rhodope Region Municipalities – Establishing a Best-Practice Model for Monitoring, Civil Control and Partnership”

Goals:

  • Building premises for the establishment of local Ombudsman institution in the municipalities of Chepelare, Banite, Nedelino;
  • Establishment of an efficient civic control on the service provided by local authorities and guaranteeing the access of citizens to public services

Results:

  • Cooperation and partnerships between citizens and municipalities' officials (three round tables: Citizens and Local Authorities - discussion on Ombudsman institution in Chepelare, Nedelino,Banite);
  • Brochure publishing: How should we proceed in case of corruption pressure;
  • Radio broadcast: 100 answers about corruption (Smolyan, Chepelare);
  • Development of an anti-corruption website "Monitor";
  • Closing Regional conference: Opportunities for Efficiently Working Local Ombudsman Institution in the Rhodopa Region Municipalities

 

5. “The Secrets of Municipal Property Management”

6. “The Holistic Approach in Fighting Corruption in the Judicial System”

Goal:

The major goal is to be conducted national survey on corruption in the judicial system. This pilot survey will be used as a model for similar surveys on a regional level in the future.

Results:

  • Research of the most common corruption practices resulting from legislative and judicial inadequacies based on a survey: interviews with prosecutors, judges and citizens;
  • Publication of the surveys' results including recommendations for countering corruption within the judicial system and for establishment of internal control mechanisms for restriction of the phenomenon;
  • Monitoring of corruption signals related to the judicial system, publication of the results in the press and keep the judiciary acquainted about;
  • Conference: Corruption in the Judicial System (closing for the project)

 

7. “Corruption in Bulgarian SMEs and Measures to Fight it”

Broader goal:

Identify the structure of corrupt practices related to SMEs in the country and assessment of the inflicted losses in the business sector i.e.еstimate the costs of corruption in the SME sector

Results:

  • Through surveys identify general conditions and strategies to fight corruption in the area of municipal services and in the private sector according to SME representatives;
  • Develop strategies and propose recommendations for the anticorruption policy related to SMEs to government officials based on the results of the survey;
  • Publishing a book: A "Do-it-yourself" Manual of Tools Designed to Build Ethical and Transparent Corporate Culture For SMEs

 

8. “Sofia University Legal Database”

Broader goal:

Creation of a transparent control and management system to oversee and update university regulations and departmental decisions concerning students, administrative and academic staff.

Results:

  • Development of a legal database and a software system to input the legal and administrative information and decision;
  • Presentation of all university legal regulations in a transparent web-based database;
  • Publication of an instructional book on how to use and update the software;
  • Training on the use of the database.

 

9. “Initiative for Civic Culture”

Goal:

Anticorruption education in the high-schools including improvement of the civic education at school and the legal knowledge of the students (their civic rights and obligations), initiation of new alternative forms of education and social contacts, encouraging young people with leadership abilities and interests to receive professional realization in the sphere of public administration ,understanding and formation of intolerance among the youth to the problems resulting from the corruption in the society.

Results:

  • Publication of a Corruption and Civic Culture monthly bulletin (electronic and paper);
  • Open days and discussions for high school students in the Varna Regional Court, the Municipality and the Regional Office of Internal Affairs;
  • Setting up internships with the public institutions in the city;
  • Essay competition for high school students on the topic "Young people and how they can contribute to change in public life and to the fight against corruption": best essays published in a book;
  • Organization of a probation for students in the structures of local government administration.

 

10. Publication of a book with journalistic investigations "Toppling the Government" written by Stanimir Vaglenov

(published by Ciela Publishing House)

Goal:
A fictional account of journalistic investigations, connected with illegal acts, favoring and abuse of power, which will enhance public intolerance towards acts of corruption.
Probing into an underdeveloped domain in Bulgarian book-publishing.
The book will aim to serve as an educational tool for young journalists with specific interest in investigative journalism (skills manual, information sources etc.)

Results:

  • Publication of the first book on Bulgarian market containing journalistic investigations (a hundred plus genuine cases, described on over 600 pages);
  • An unconventional approach to Bulgarian transition.
