The Public Mediator of Sofia Municipality was established by a decision of the Sofia Municipal Council of May 23, 2001. By the same decision the first rules on the activities of the institution were adopted, governing its powers and the procedure for submission and examination of complaints. On July 27, 2001, the Sofia Municipal Council elected Ms. Antoaneta Tsoneva as the first Public Mediator of Sofia Municipality. The institution started performing its activities in March 2002.
The mandate of the first Public Mediator expired in the end of 2003. In July 2004 the Sofia Municipal Council adopted new rules on the organization and activities of the Public Mediator of Sofia in compliance with the amendments of the Law on Local Self-Government and Local Administration, effective since October 2003. On September 23, 2004, the members of the Municipal Council elected Mr. Angel Stefanov as the new Public Mediator of Sofia and Ms. Valentina Taneva as his deputy.
