Ombudsman



The ombudsman institution is not envisaged in the Constitution of the Principality of Andorra. In 1998 the Andorran Parliament adopted a Law on the creation and functioning of the post of Raonador del Ciutad (Ombudsman). The role of the ombudsman is to defend and ensure respect for and implementation of the rights and freedoms proclaimed in the Constitution.

The ombudsman acts as an agent of the Parliament. The ombudsman ensures that actions by the public authorities respect the general principles of the defense and protection of the rights and freedoms established by the Constitution and objectively serve the general interest.

The ombudsman receives and investigates complaints from individuals regarding the workings of the authorities and can also act on his own initiative. He may make recommendations to the administrative bodies.
