Bulgaria's Energy Law in Court for Unconstitutionality

Bulgaria's Constitutional Court has initiated legal proceedings at the request of the state ombudsman Ginyo Ganev in order to declare article 154, paragraph 1 of the energy law as anti-constitutional.

Ganev claims the article contradicts with the law and gives right to the heating utilities to draft writs of execution for debts based only on excerpts from accounts.

According to Ganev the law as it is now places in a privileged position the companies of one branch over their clients and over companies form other branches.
